Brunei Methanol Company Sendirian Berhad (“BMC”) is an international joint venture company incorporated in Brunei Darussalam which own and operate Brunei Darussalam’s first world class methanol production plant. BMC is looking for dynamic, qualified and competent individual to fill the following vacant position.

Positions Vacant :

Senior Contract Officer

Reporting to : Supply Chain Manager

Division :         Supply Chain Department

Responsibilities:

  • Focal Person for Company’s Operational contracting activities from Strategy to Close Out and close engagement with line end-users with regards to their requirements (present and future/anticipated).
  • Responsible for maintenance and on-time updates of Contracts Database and clear document audit trails.
  • Responsible at Pre-Award Stage for supporting the Contract Holder in Strategy development, managing Expressions of Interests and subsequent tendering cycle process (including conducting/facilitating tender briefings, enduring Tender Evaluation Plans (TEPs) are in place prior to bid opening, clarifications management, and Document Review process adhered to, etc.)
  • Responsible for tender’s Commercial Evaluations and Sensitivity Analyses and combining Commercial and Technical Evaluation results for the final award recommendation as per Manual of Authorities (MOA).
  • Responsible at Post Award to support the Contract Holder in ensuring delivery of Contract Management Plan (CMP) milestones including any Contract Performance Review exercises and KPIs reviews.
  • Responsible in supporting the Contract Holder with any Variations to Contract during the life cycle of the contract and to ensure Close Out process is adhered to.
  • Responsible for ensuring that LBD directive initiatives are incorporated into the tender document and provide active support for LBD activities.
  • Responsible to liaise and engage with Contract Holders and End-users for technical advice and with Company’s Legal, Finance and HSE teams for specific contractual support and advice.
  • Responsible for ensuring all changes to Company regulations and requirements (including any Safety related items are incorporated quickly into tender and contract documents (via Variations).
  • Responsible to flag up any major non-routine issues toss for support.
  • Responsible for coaching and guiding other supply chain personnel and contract holders.

Eligibility Requirements:

Candidates must either:

  • Bachelor Degree in Business, Engineering or quantity Surveying.
  • Minimum ten (10) years relevant experience including three (3) years in supervisory role.

Mechanical Supervisor (Rotating Equipment)

Reporting to : Maintenance Manager

Responsibilities:

  • Implement planned maintenance schedule and estimate labor, materials and supplies required to perform specific activity/assignment.
  • Plan and arrange for spares and material from stores to work location to expedite completion of assigned task.
  • Ensure that team members have adequate tools and supervise their correct usage.
  • Supervise the inspection, testing, calibrating, installing and repair work performed by technicians. Exercise discipline at work site to prevent unsafe work practices.
  • Provide technical direction to technicians in troubleshooting problems of moderate complexity.
  • Track usage of spares and consumables used, and collaborate with Warehouse Section to maintain optimal inventory stock.

Eligibility Requirements:

  • Higher National Diploma in Engineering.

Permit Issue Point Coordinator

Reporting to : Operations Manager

Quantity Surveyor

Reporting to : Supply Chain Manager

Division :         Supply Chain Department

Responsibilities:

  • Participate in preparation of new service contracts.
  • Liaise and provide commercial awareness to other disciplines (Engineering, Operation, Maintenance, etc.).
  • Review and evaluate star rates including preparing variations to contract and evaluating price escalations of materials.
  • Assist in disputes resolution and provide clear unambiguous contract interpretations to Company Site Representative (CSR), Contract Holder (CH) & Supply Chain Manager (SCM).
  • Evaluate claims submitted by contractors by liaising with CSR, CH, Company Contract Owner (CO) & SCM.
  • Provide assistance to SCM on other post-contract award claims when required.
  • Prepare final accounts and completion certificates including closing out of the contract.
  • Process contractor’s payments in Company SAP system that includes creating service entries and technical release.
  • Audit the contractor’s monthly valuations and final accounts against contract terms and conditions including site visits to carry out measurements.

Eligibility Requirements:

  • Minimum five (5) years relevant experience.
  • Being an Associate of the Royal Institution of Chartered Surveyors, Australian Institute of Quantity Surveyors or equivalent is an added advantage.
  • Previous experience in design, civil, mechanical, electrical & instrumentation service contracts in the petrochemical industry is an added advantage.

Stakeholder Relations Officer

Reporting to : Corporate & Office Services Manager

Responsibilities:

  • Conduct research or case study on events, and propose creative events’ ideas that meet corporate goals, objectives and departmental KPIs. Ensure that events fulfill the clauses of the BMC’s cooperation agreement and are aligned to the industry and national interests.
  • Develop and organize action plans for Company’s events, which may include Corporate Social Responsibilities(CSR) initiatives, corporate reach-out programs as well as any other events which benefit employees and Company’s stakeholders.
  • Manage event calendar for the Company.
  • Monitor and review media reports to identify trends (economic environmental, political, regulatory, social) which may impact company’s business goals and objectives.
  • Prepare monthly reports and updates of any occurrences which may directly or indirectly impact Company’s CSR initiatives and/or business operations.
  • Disseminate timely accurate and approved information to employees, media and Company’s social media platforms.
  • Update business contacts and government directories which are useful to BMC business and operations.
  • Develop and manage CSR and CE approved budget and provide budget vs actual quarterly performance, which includes ensuring the effectiveness and prudent spending of budget and new projects development.

  • Perform integrity diagnosis and equipment failure prevention diagnosis of plant equipment. Carry outengineering tests, analyses data, track failures and risks, evaluate performance, and advise Operations on parameters to adopt or re-adjust where necessary.
  • Work with Operations to perform analyses of assets; including asset utilization, overall equipment effectiveness, remaining useful life and other parameters that define operating condition, reliability and costs of assets.
  • Monitor production process to ensure produced methanol conforms to required quality. Proactively identify changes and anticipate potential problems by studying and evaluating trends and recommending corrective and preventive actions to Maintenance
  • Develop engineering solutions to repetitive failures that adversely affect plant operations; including capacity, quality, cost or regulatory compliance issues.
  • Perform feasibility, risk management and process planning studies to support the development of new technologies and methods; be involved in design and installation stages for new assets, or modification of existing assets.
  • Work with maintenance department to develop asset maintenance programs that include preventive and predictive maintenance activities, and preventive testing methodologies to identify and isolate inherent reliability problems.
  • Participate in investigations and RCA involving E&I and control systems as complete action items and recommendations that result from incident investigations.
  • Provide overall plant support of Reliability Programs, Preventive Maintenance, Critical Equipment Monitoring, Control Systems performance, application of international standards, and development of appropriate repair/inspection/QA/QC standards.
  • Capable of performing DCS and PLC diagnostics.

Eligibility Requirements:

  • Bachelor Degree in Electrical or Instrumentation and Control Engineering
